Council of Ministers endorses draft of construction law

The draft Construction Law was approved by the Council of the Minister on 30 August after the legislation had been compiled and discussed for input since 2017.

H.E Phay Siphan, spokesman at the Council of the Ministers, said that the legislation was approved in a meeting of Council of the Minister which was chaired by Prime Minister Samdech Hun Sen and only a few words in article 3 was sent for correction.

The construction law comes in response to the booming construction sector which needs to strengthen processes and operations, particularly among relevant stakeholders, Mr Phay Siphan said.

“The bigger size the construction is and the taller they are, the more complications there are, which needs accurate practices based on legal procedures, technical standards, and technical regulations to ensure the strength, quality, beauty, and sustainability of the construction,” H.E Phay Siphan said.

The draft of the construction legislation was initiatively compiled in 2017 by Ministry of Land Management, Urban Planning, and Construction with inputs provided from experts at Japan’s Ministry of Land, Infrastructure, Transport and Tourism.

The draft construction legislation aims to strengthen the management of construction to ensure security, safety, and public order, protect benefits for construction owners and users, strengthen urbanisation management, and increase confidence among construction investors.

Figures from the Ministry of Land Management show that Cambodia’s construction sector attracted a total investment of US$4.56 billion in the first seven months of 2019, up 52% compared to the same period last year with 2,572 construction projects granted from January to July this year, up 30%.

Composed of 22 chapters and 113 articles, the draft law will be submitted to the National Assembly for checking and discussion before being put into the agenda for the NA meeting to check and approve.
