Strategic Alliance Formed: Four Institutions to Combat Counterfeit Goods Using Innovative Technology

Four key state institutions have forged a groundbreaking Memorandum of Understanding (MoU) aimed at tackling the menace of counterfeit goods. The official signing ceremony took place on 14 August 2023, heralding a new era in the battle against illicit and harmful products.

Under the aegis of this MoU, the Management Enterprise of Transfer Stations and Solid Waste Landfills, after meticulous research, identified a pressing need to address the improper handling and disposal of counterfeit, defective, and hazardous goods. These products, which posed risks to both public health and environmental sustainability, were being stored in unsafe locations or even incinerated.

Based on this situation assessment, the four institutions joining hands in this critical endeavour include the Enterprise for the Management of Transfer Stations and Solid Waste Disposal Sites (CSF) of the Ministry of Environment (MoE), the General Department of Consumer Protection, Competition, and Anti-Fraud (CPD) under the Ministry of Commerce, the General Department of Animal Health and Animal Production (OPSD) under the Ministry of Agriculture, Forestry, and Fisheries, and the Anti-Counterfeit Products Committee (CDC) operating under the Ministry of Interior. This synergy marks a profound commitment to responsibly collect and manage counterfeit goods, adhering to stringent technical standards.

The MoU outlines several pivotal objectives:

1. Collaboration with the General Department of Consumer Protection, Competition, and Anti-Fraud (CPC) to ensure the proper collection and disposal of counterfeit, expired, and defective goods, as well as hazardous products, in a manner that is technically compliant and safe for the environment and public health.
2. Partnership with the Anti-Counterfeit Products Committee (CDC) to facilitate the transportation of seized counterfeit and expired goods to designated solid waste landfills.
3. Cooperation with the General Department of Animal Health and Animal Production (OSPD) for the appropriate transportation and storage of confiscated animal carcasses and meat products in approved solid waste landfills.

In a proactive step to address this challenge, the MOE has initiated the establishment of technologically advanced solid waste storage facilities. This cutting-edge initiative, exemplified by the National Road No. 51 site at Tuol Prech Forestry Rehabilitation and Extension Station in Kandal province, aims to serve Phnom Penh, Kampong Speu, Kandal, and several other provinces.

Additionally, the ministry has empowered relevant institutions and units to collaborate on implementing effective solutions through this MoU, thereby elevating environmental consciousness and public welfare.
