Government Establishes Construction Committee After Building Collapse in Sihanoukville

Following the collapse of an under-construction building in Sihanoukville that injured or killed at least 40 people, the government established a Construction Quality Inspection Committee on 23 June 2019.

According to the decision document, the committee, led by H.E Lao Tip Seiha, Secretary of State, Ministry of Land Management Urban Planning and Construction (MLMUPC), has 15 members with the following duties;

  1. Carry out inspections on technical standards, regulations, construction standards, safety standards, construction quality at construction sites in Sihanoukville
  2. Inspect the qualification of construction contractors at construction sites
  3. Provide updates on finished buildings and on those under construction
  4. Report to MLMUPC and the government
  5. Fulfil other tasks assigned by the government.

On the same day, the MLMUPC also set up eight working groups to oversee the quality of construction in Sihanoukville province.

According to the document, the eight working groups comprises four members each with four duties mainly to assist the committee.

Sihanoukville has been developing fast in recent years with high-rise buildings mushrooming across the city.
