Government Unveils Multi-Million Dollar Incentive Package to Revitalize Sihanoukville’s Industrial Landscape

Strategic support for 24 major projects worth 208 million dollars marks a new chapter in the province’s transformation into a multi-purpose economic hub

The Royal Government of Cambodia has taken a decisive step toward cementing Preah Sihanouk province’s role as a primary engine of national economic growth by approving a major new package of special incentives. During a high-level meeting on January 13, 2026, the Investment Promotion Working Group, led by Dr. Hean Sahib, Secretary of State at the Ministry of Economy and Finance, granted in-principle approval for 24 investment projects. These initiatives represent a combined capital commitment of approximately 208 million dollars and are projected to generate at least 3,120 new jobs for the local workforce.

This latest round of approvals is part of a broader, long-term strategy to address regional challenges while attracting diverse international capital. The 24 projects are strategically divided into three categories: eight aimed at completing stalled building projects that have long impacted the city’s skyline, 15 entirely new investment ventures, and one major project expansion. The sectors involved reflect a shift toward a more diversified and high-tech economy, featuring factories for the assembly of advanced kitchenware, medical equipment manufacturing, industrial oil production for rubber processing, and fishmeal processing plants. Furthermore, several projects focus on urban development, including the construction of multi-purpose and co-living residential buildings designed to modernize the provincial living standard.

To ensure these projects move from planning to reality without delay, the government has committed to a “One-Stop-Window” facilitation mechanism. Dr. Hean Sahib emphasized that the support extends beyond simple financial benefits to include comprehensive administrative assistance. Eligible investors will receive practical incentives such as significant tax and customs relief, exemptions on income and minimum taxes for a set period, and streamlined procedures for obtaining licenses, permits, and company registrations. This hands-on approach is designed to resolve outstanding technical issues and eliminate bureaucratic hurdles that might otherwise hinder industrial operations.

Looking toward the future, the Royal Government has also extended the “Special Investment Promotion Program in Preah Sihanouk Province” until the end of 2027. This extension introduces four additional measures aimed at further stimulating local business activity and enhancing industrial connectivity through the use of local raw materials and skilled labor. By continuing these aggressive promotion efforts, Cambodia aims to transform Sihanoukville into a model multi-purpose special economic zone, providing a stable and attractive environment for investors from around the globe.
