Government Unveils Takhmao Water Treatment Plant and Koh Nora Pumping Station in Phnom Penh

In a significant boost for clean water access in the capital, the Cambodian government officially inaugurated the Takhmao Water Treatment Plant and the Koh Nora Raw Water Pumping Station today. The ceremony was led by H.E. Vongsey Vissoth, Deputy Prime Minister and Minister in Charge of the Council of Ministers, alongside H.E. UENO Atsushi, Japan’s Ambassador to Cambodia. The projects represent a collective investment of over USD 50 million.

These key infrastructure developments are designed to enhance the supply of clean water to the southern districts of Phnom Penh and the neighboring Takhmao city. The Takhmao Water Treatment Plant, funded through a Japanese grant-aid initiative, utilizes innovative land-saving technology from Japan and boasts a production capacity of 30,000 cubic meters of clean water per day. This will significantly contribute to increasing the Phnom Penh Autonomous Water Supply Authority’s (PWPWSA) total clean water production capacity to over 1 million cubic meters per day.

Construction of the Takhmao Water Treatment Plant commenced in March 2022 and was completed in July 2025 by the KKKCT consortium from Japan, under the auspices of the PWPWSA. The project was made possible through a grant of 3.421 million yen (approximately USD 23.25 million) from Japan via the Japan International Cooperation Agency (JICA), with all associated taxes and duties assumed by the Cambodian government.

In addition to the water treatment plant, the newly inaugurated Koh Nora Raw Water Pumping Station will significantly benefit the region. This USD 28 million facility is part of a strategic partnership between OCIC and the PWPWSA, aimed at offsetting the impacts of the Koh Nora development project on the authority’s desalinated water production capabilities. The pumping station is designed to pump 460,000 cubic meters of raw water daily, supporting both current and future desalinated water plants serving residential, commercial, and major development areas, including the Techo International Airport zone.

These projects mark a crucial step forward in ensuring sustainable access to clean water for the people of Phnom Penh and surrounding areas, underlining the government’s commitment to improving infrastructure and enhancing the quality of life for its citizens.
