Land Ministry Unveils Advanced Digital Land Registration System

The Ministry of Land Management, Urban Planning, and Construction (MLMUPC) has announced the launch of a new digital land registration procedure, developed collaboratively by the Digital Development Team and the Department of MLMUPC, and Cadastral Affairs of Phnom Penh, alongside the Ministry of Posts and Telecommunications. This announcement was made on 27 June 2024.

In addition to the land registration system, new processes for transferring ownership, creating and deleting mortgages, maintaining electronic libraries, and enhancing the ministry’s internal administration system have also been introduced. These innovations aim to streamline property transactions and improve public service efficiency in line with key land registration policies.

HE Leang Monirith, Secretary of State of the MLMUPC, highlighted the efficiency of the new system in a recent workshop saying, If the land is registered with a valid real estate identification certificate, the buyer and seller must complete an online form in just an hour or two. Once fingerprinting is done, the system will immediately transfer the property to the new owner’s name, and a new card will be printed.”(Read more)

Furthermore, the Ministry of Interior has decided that all commune/Sangkat administrations in the capital and provincial administrations will waive the service fee for the application for a land history certificate and heir certificate until the land registration is completed in each commune/Sangkat. This decision aims to encourage people to complete the land registration process as planned throughout the country. (Read more)
