Gov’t Reveals Three Ambitious Visions to Transform Sihanoukville into ASEAN’s Leading Trade Hub

The development plan for Sihanoukville aims to transform the city into a multi-purpose special economic zone through a two-phase strategy, targeting three major goals. This announcement was made in a press release from the Ministry of Economy and Finance on 9 July 2024.

The first phase (2025-2028) will focus on integrating Sihanoukville into the regional trade system, expanding logistics and tourism, revitalising the old city, developing new areas, and attracting high-value-added investments.

The second phase (2029-2038) will further strengthen Sihanoukville’s role as a national gateway and regional hub in finance, trade, industrial development, transportation, technology, and urban development.

The three visions for Sihanoukville’s transformation into a model special economic zone include:

  1. Becoming Cambodia’s international gateway and a centre for logistics, business, and finance.
  2. Developing as a global destination for coastal and archipelago tourism, an industrial development centre, and a hub for technology innovation.
  3. Evolving into a prominent ASEAN city known for its green, sustainable, multicultural, and intelligent environment.

The master plan for Sihanoukville’s development is currently in the draft stage, with a working group actively reviewing and revising the document. The plan is in its second phase of review, focusing on 12 key points. (Read more)
