Two Ministries Unite to Propel Digitalization of Cambodia’s Water Resources and Meteorology

In a significant move towards enhancing digital infrastructure, the Ministry of Water Resources and Meteorology, in collaboration with the Ministry of Posts and Telecommunications, has signed a Memorandum of Understanding (MoU) aimed at digitalizing Cambodia’s water resources and meteorology sectors. The ceremony took place on August 27, 2025, under the leadership of His Excellency Minister Tho Jetha and His Excellency Minister Chea Vandet.

The MoU sets forth a strategic partnership to bolster internet infrastructure and provide digital skills training for civil servants within the water resources and meteorology sectors. This initiative will facilitate a comprehensive digital transformation, focusing on developing advanced technology systems, improving infrastructure and wireless connectivity, and enhancing digital competencies among government employees.

Central to the partnership is the implementation of the verify.gov.kh document verification platform, designed to foster transparency and security in document handling. This innovative portal, launched by the Ministry of Posts and Telecommunications, aims to combat document fraud by enabling users to authenticate documents through a simple scan of a QR code. This eliminates the need for the legalization of paper copies, making the verification process both user-friendly and efficient.

As part of the Cambodian Digital Government Policy 2022-2035, the collaboration also envisions the development of new digital government services and portals. This initiative marks a pivotal step in advancing the digital landscape of Cambodia, ensuring that institutions and citizens have reliable access to verified official documents.

The joint efforts of these two ministries not only promise to streamline operations within the water resources and meteorology sectors but also signify a broader commitment to embracing digital solutions in governance.
