Within the Next Few Years, Cambodia Aims for Digitized Real Estate Registration in Just Two Hours

Thanks to the expertise of professional officials and technological advancements, in the next few years real estate registration in Cambodia, could soon be completed digitally within a mere two hours. This revolutionary move aims to streamline processes and boost efficiency in the country’s real estate sector. This groundbreaking vision was disclosed by HE Leang Monirith, Secretary of State of the Ministry of Land Management, Urban Planning and Construction, in a recent dissemination workshop on “Construction and Regulations related to the Construction Business” organized by the Cambodian Constructors Association (CCA) at the Olympic Hotel on April 22, 2024.

The workshop served as a platform for stakeholders to delve into construction laws and regulations, highlighting the pivotal role of digitalization in modernizing the industry. Duke Charles Van, Acting President of the Cambodian Constructors Association, emphasized the significance of such initiatives in propelling Cambodia’s construction and real estate sectors forward.

“Such rapid growth and development requires broad technical standards and regulations as a technical basis for construction to support the development and growth of the construction sector,” said Duke Charles Van.

At the ceremony, insights into Cambodia’s evolving construction and land management landscape were shared by HE Leang Monirith, Secretary of State of the Ministry of Land Management, Urban Planning and Construction. He highlighted the rapid growth observed not only in urban centers and the capital but also in rural areas. Monirith emphasized the Ministry’s commitment to prioritizing land registration completion within the next two years.

“In the previous mandate, the plan was to register 7 million plots of land in Cambodia. However, over the past 10 to 15 years, the number of plots has surged, leaving an estimated 5 million plots still to be registered,” remarked His Excellency.

Regarding the direction of land management, Monirith expressed confidence in Cambodia’s experienced professionals and advanced technology, anticipating faster and more efficient land registration processes.

“We believe that the registration of these 5 million plots will take only two years. Following this, a year or two will be allocated to resolve disputes and address gaps in village registrations,” he added.

Looking ahead, Monirith projected the completion of nationwide land registration by the end of the seventh mandate, aiming to resolve disputes and provide satisfactory services. He envisaged a seamless transition to the digital age, where land registration with valid real estate certificates would enable swift transactions, with buyers and sellers completing forms within hours and ownership transferred instantly.

Furthermore, Monirith outlined key principles of construction law and mechanisms for construction inspection and certification, shedding light on the innovative “Inspector and Certification of Construction” mechanism introduced under the new construction law. This mechanism promises expedited processes for construction permit issuance, bypassing layers of bureaucracy and promoting efficiency in project implementation.

As the workshop concluded, Duke Charles Van expressed gratitude to the Ministry of Land Management, Urban Planning and Construction for its unwavering support towards collaboration with the private sector. The Cambodian Constructors Association reiterated its commitment to upholding construction laws and regulations, ensuring the quality and safety of construction projects across the country.
