Japan Strengthens Commitment to Cambodia’s Water Sector with Digital Management Initiatives

In a significant move to enhance Cambodia’s water infrastructure, a delegation from Kitakyushu City, Japan, has pledged ongoing support for the nation’s water sector. During a meeting on August 13, 2025, with HE Hem Vandy, Cambodia’s Minister of Industry, Science, Technology, and Innovation, the Japanese representatives expressed their commitment to developing a digital water management system and improving the Takhmao Water Treatment Plant.

Minister Hem Vandy praised the longstanding partnership between the Kitakyushu City Administration and the Japan Water Business Association. He urged continued collaboration to foster innovation, build skills, and promote digital transformation within Cambodia’s water sector. “This special purpose company model provides a basis for future investment and strengthens trust between Cambodia and its Japanese counterparts,” he stated, emphasizing the importance of this alliance.

Mr. Sato Yuya, spokesperson for the Japanese delegation, confirmed the group’s dedication to supporting the Takhmao Water Treatment Plant project and the ongoing training of water supply service operators. He highlighted a collaborative research and development initiative with the Japan International Cooperation Agency (JICA) aimed at providing small-scale water solutions alongside a comprehensive digital management system for the water sector.

The Takhmao Water Treatment Plant, funded through a grant from the Japanese government, is being developed under a “special purpose company” model. This unique approach empowers the Japanese side to handle the construction, operation, and maintenance of the plant for a decade before it is officially transferred to the Phnom Penh Autonomous Water Supply Authority. With this initiative, Japan aims to leverage advanced technology and operational expertise to meet the increasing demand for high-quality clean water in Takhmao City.

As this partnership unfolds, both nations are poised to enhance sustainable water solutions and improve the quality of life for Cambodian citizens.
