Ministry of Economy and Finance Advances Digital Initiatives for Businesses

In a significant move to enhance the digital landscape for businesses in Cambodia, H.E. Dr. Kong Marry, Secretary of State at the Ministry of Economy and Finance (MEF), chaired an inter-ministerial working group meeting on 23 December 2025. This gathering took place at the MEF, where key stakeholders reviewed the progress of ongoing initiatives and laid out a strategic action plan for the development of electronic services aimed at supporting businesses across the country from 2025 to 2028.

As the Secretary-General of the General Secretariat of the Digital Economy and Business Committee (DEBC) and head of the inter-ministerial working group for organizing Electronic Service for Business (ESB), HE Kong Marry emphasized the importance of collaborative efforts to streamline and enhance electronic service delivery. The meeting served as a crucial platform for assessing the accomplishments thus far and setting clear milestones for 2026, advancing Cambodia’s commitment to a more digital economy.

“There is a growing recognition of the role that digital services play in business efficiency. Our aim is to ensure that every business, regardless of its size, has access to reliable and effective electronic services,” HE Kong Marry stated. The focus of the meeting also included discussions on leveraging technology to foster innovation and competitiveness within the Cambodian market.

The inter-ministerial working group, which comprises representatives from various ministries, is tasked with monitoring the implementation of the Electronic Service for Business (ESB) initiative. This initiative is part of a broader strategy under the auspices of the government’s digital economy framework, which seeks to modernize public services and improve the ease of doing business in Cambodia.

Industry experts and stakeholders have lauded these efforts, noting that the enhancement of electronic services is vital for promoting entrepreneurship and attracting foreign investment. “Streamlined electronic services can significantly reduce the bureaucratic hurdles that entrepreneurs face,” said a local business leader who attended the meeting.

The work undertaken by the MEF and its partners reflects a growing trend in Southeast Asia, where government digital transformation is seen as essential for economic growth and resilience. As Cambodia gears up for this transformative journey, it remains committed to building a robust digital economy that supports sustainable business practices.
