MLMUPC to Reorganise & Issue New Land Usage Policy in SHV

The Ministry of Land Management, Urban Planning and Construction (MLMUPC) has set up a technical working group to reorganise land usage and issue a new land-use policy in Sihanoukville.

The establishment of this team is part of the government’s master plan to transform Sihanoukville into a multi-purpose economic zone.

According to decision letter No. 037 issued on 13 August 2021, the working group works as a sub-task force of the Inter-Ministerial Committee established by PM Hun Sen to implement this project. (Read more)

This new working group has a total of 43 members who are responsible for researching, compiling and analysing land use data in Sihanoukville.

Another task of this group is to draft land management policies or other necessary policies and propose them to the committee for approval.

The master plan to transform Sihanoukville into a multi-purpose special economic zone is a large-scale government project with the aim to transform SHV into a city rivalling China’s Shenzen.

The government has thus far carried out a series of infrastructure development projects to support this master plan. These include the construction of 34 roads & 11 roads, the expansion of ports & airports, and the construction of three wastewater treatment plants, among others.

Recently, the Ministry of Environment (MoE) has also been evaluating and exploring new technologies to be used in this master plan to promote green and effective development. (Read more)
