MPTC Hosts Successful Digital Government Forum 2025 and Technology Expo

The Ministry of Post and Telecommunications and the Digital Government Committee organized the Digital Government Forum 2025, Digital Technology Expo, and Related National and International Events—held under the theme “Accelerating Digital Future: Governance, Growth, and Global Partnerships”—were organized over three days, from 5 to 7 December 2025, at the Diamond Island Convention and Exhibition Center. The events drew significant participation from ASEAN and Asia-Pacific digital ministers, ambassadors, United Nations agencies, national and international organizations, development partners, government ministries and institutions, digital technology companies, digital startups, educational institutions, and many other stakeholders, as well as national and international visitors, bringing together nearly 20,000 participants, almost double the number from last year.

Over the course of three days, the Digital Government Forum 2025, Digital Technology Expo, and Related National and International Events were organized into two main sections, as follows:

Part I: High-Level Discussions and Keynote Presentations

High-level discussions and keynote presentations from ministers, under secretaries, and senior officials responsible for digital affairs, as well as national and international speakers from government ministries and institutions, development partners, and both national and international digital technology companies to showcase the progress of digital government transformation and the implementation of digital policies, efforts to foster regional cooperation, and the sharing of best practices in digital governance, cybersecurity, artificial intelligence, digital inclusion, and emerging technologies. Particularly, this year’s forum also included six major national and international side events held concurrently. Altogether, nearly 200 national and international speakers from around 30 countries participated.

Part II: Digital Technology Expo Showcase

Digital Technology Expo showcased digital achievements from ministries and public institutions, as well as digital innovations from national and international tech companies, higher-education institutions, and digital startups. Exhibits included digital government products, systems, solutions, and cutting-edge digital technology tools such as cloud technology, artificial intelligence (AI), the Internet of Things (IoT), and robotics—totaling 209 exhibition booths.

Key Highlights of the Digital Government Forum 2025 include:

  1. Signing Ceremonies of 7 Memoranda of Understanding with friendly nations and development partners in the digital sector—demonstrating that Cambodia has evolved from being merely a technology user into an active contributor to digital transformation and technology transfer at the ASEAN and broader Asia-Pacific levels.
  2. Official announcement on the launch of the 5G mobile service operation starting in 2026, which will significantly boost Cambodia’s economic productivity—particularly in the industry and services sectors—and accelerate digital transformation across all sectors.
  3. Remarkable progress of verify.gov.kh, the national document verification platform of Cambodia. Currently, the architecture of this platform is widely used in the Philippines, while Bangladesh has requested to adopt the Verify platform in their country as well. In addition, the Ministry of Post and Telecommunications is supporting the implementation of verify.gov.tl for Timor-Leste, beginning with the implementation on their driver’s license.
  4. Cambodia’s first generation of DGSuperApp will be introduced in Cambodia’s digital transformation journey starting in 2026.
  5. The presence of Plug and Play has significantly bolstered aspirations among tech innovators and youth interested in digital startups. Notably, following Plug and Play’s selection of the first Cambodian digital startup, Bamnang Academy, for investment, with the purpose of developing it into an international startup. This milestone clearly demonstrates that “Khmer can do it.” With Plug and Play’s experiences, the Ministry of Post and Telecommunications firmly believes that Bamnang Academy will soon establish its presence on the international market.
  6. The Ministry of Post and Telecommunications reaffirms its commitment to rapidly and successfully developing the Digital Park to create more job opportunities and position Cambodia as a digital hub in the region.

The support from the supreme and senior leadership of the Royal Government, the participation from the friendly nations and development partners, the cooperation of organizing side events, and the active participation of exhibitors as well as the public contributed to making the Digital Government Forum 2025 a major success—exceeding expectations and becoming one of the largest digital events in Cambodia before the close of 2025. This success clearly demonstrates that Cambodia is moving confidently along the right path to the digital transformation journey, in alignment with national policy frameworks and the vision for Cambodia 2050, under the wise leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.
