H.E Khuong Sren: Authorities in 14 districts to provide better registration services for deed of conveyance

H.E Khoung Sreng, Governor of Phnom Penh Municipal Council, has instructed all 14 district authorities to pay better attention to providing a deed of conveyance registration services for citizens.

“To meet the district governor is harder than meeting a minister. These words have become obsolete after the establishment of a hospitality group at the district level to provide services to citizens”, said the governor at a meeting on Procedural Requirements for Registration of Deeds of Conveyance in the 14 Districts of Phnom Penh, held last week at the Phnom Penh Municipal Administration. The meeting was held to improve public service provision for transferring property ownership services to citizens in a more effective and efficient way.

H.E Khoung Sreng also commented on the performance of service provision of these authorities saying, “We have done a good job in providing services to our citizens, yet there is still more room to improve. We have not yet fulfilled our duty up to a level as the Ministry of Land has instructed.”

Over the last few years, it has been observed that the government has set comprehensive reform plans in almost all areas, especially the framework of decentralization and de-concentration. Through this governance reform, the central government has delegated power to the sub-national level through the Ministry of Interior, and the Ministry of Land Management, Urban Planning, and Construction which are largely responsible for the real estate sector.

Among those reform priorities, one point that has been clearly set is that the head of the Office of Land Management, Urban Planning, and Construction is delegated power to sign on documents of a deed of conveyance in accordance with a directive from the chief of the board of district governors. The head of the office of LMUP can use the office stamp upon obtaining approval and a thumbprint from the head of the commune. Then, they must make a direct transfer to the Phnom Penh Department of Land Management, Urban Planning, and Construction in accordance with existing legal procedures and regulations.

The governor continued “The central government has been reforming…therefore the Minister of Land’s procedure would have to follow this. However, the work is still not good enough, that is why the government has decided to delegate power to the sub-national government in order to provide a better service for citizens, making it more efficient, transparent, and timely.”

Furthermore, H.E Khuong Sreng reminded all 14 districts to be ready for the government’s reforming plan. In the future, he concluded, there could be a one-window service office at the district level.
