Telecoms Ministry Issues Four New Guidelines for Borey & High-Rise Project Owners

The Ministry of Posts and Telecommunications has issued four new guidelines for borey and high-rise project owners to follow, to strengthen the quality of telecommunication services in Cambodia.

According to the recent announcement by the ministry, the four new orders include:

1) Borey or high-rise building owners must not enter into an exclusive contract with any telecommunication service company (telephone and internet, in particular). The residents of the borey or the high-rise shall have the right to choose their services on a free-market basis.

2) Borey owners must prepare the location for the construction of the antenna station within their borey or prepare the poles for cable transmission if required.

3) High-rise building owners must cooperate with telecommunication companies to install In-building Solutions.

4) Borey and high-rise building owners must consider telecommunications services as essential services the same as electricity and water services.

It should also be noted that the ministry has been working to complete legal documents related to the penalties in case telecommunications companies or project owners disobey the regulations.
