GOV’t Repeals New Sub-Decree to Protect Endangered Dolphins

The Cambodian government has repealed a new sub-decree aimed at protecting dolphins in Kratie and Stung Treng provinces, following a series of dolphin deaths that occurred during its implementation from February to April 2023. Instead, the old sub-decree from 2012 will be reinstated, according to Sub-Decree No. 87 issued on 27 April 2023.

The decision comes after seeing that the implementation of the new sub-decree from February to April also resulted in a series of dead dolphins, as well as the impact on thousands of fishing families. (Read more)

Prime Minister Hun Sen stated that he allowed the fishermen to re-net in the dolphin sanctuary, but strictly forbade the spread of large nets and the use of electric devices that would lead to the loss of endangered dolphins.

With this issue, PM stated that “the problem of the canyon where the dolphins live, which partly covers Kratie province and partly in Stung Treng province, because this dolphin dies continuously due to nets.”

To prevent further damage to the endangered species and to the livelihoods of thousands of fishing families, the government has decided to delete the new sub-decree and implement the old one.

Under the old sub-decree, fishing can only be allowed with a net smaller than 4 cm or 4 stocks during the dry season buffer zone, and the use of large nets and electric devices is strictly prohibited. The Ministry of Agriculture, Forestry and Fisheries has set out five options to address the issue, but the government has opted for the repeal of the new sub-decree and the reinforcement of control measures on fishing gear.

The decision aims to ensure the sustainability of dolphins and to protect them from various threats. The government advises all stakeholders to reconsider the changes made and to cooperate in preserving the dolphin population.

The government’s decision to repeal the new sub-decree and to implement the old one shows its commitment to protecting endangered species and promoting sustainable fishing practices. It is a reminder that the protection of wildlife is crucial for the environment and the well-being of local communities.
