Cambodia & France Forge €215 Million Partnership for Energy Revolution

Cambodia and France have inked three pivotal Memoranda of Understanding (MoUs) to propel the development of renewable energy, marking a significant stride towards advancing Cambodia’s energy landscape. The Ministry of Mines and Energy unveiled this transformative initiative through a press release on 19 January 2024.

The trio of MoUs, orchestrated between the Ministry of Mines and Energy and esteemed French public and private entities, encompass strategic initiatives poised to shape the energy transition in Cambodia and reverberate regionally and globally. The agreements are as follows:

  1. Hydrogen Power Project: A Memorandum of Understanding with Hydrogène de France SA, focusing on the feasibility study and development of a 10 MW Hydrogen Project for Cambodia’s electricity sector.
  2. Pumped Energy Storage Endeavor: Another MoU with Electricité de France SA, aimed at identifying and developing a Pumped Energy Storage Project within Cambodia.
  3. Waste-to-Energy Innovation: The third agreement involves VINCI Construction Grands Projets and Sage Engineering, focusing on the feasibility study for a project converting residential waste into electricity, seamlessly integrating into Phnom Penh’s waste management system.

The Joint Statement from the Dialogue between the President of the French Republic and the Prime Minister of the Kingdom of Cambodia in Paris on 18 January 2024, emphasised the significance of these agreements in linking rapid economic development with the imperative energy transition.

France has reaffirmed its commitment to supporting Cambodia by allocating approximately €215 million (over US$234 million) through the French agency, earmarked for vocational training, energy initiatives, and clean water projects. This collaboration not only underscores diplomatic ties but also positions Cambodia at the forefront of sustainable development in the energy sector.
