Bilateral agreement sets ambitious targets for greenhouse gas reduction and outlines a comprehensive framework for sustainable growth

The Ministries of Environment from Cambodia and Japan have entered into a landmark Memorandum of Cooperation designed to significantly lower greenhouse gas emissions and promote environmental sustainability. Signed on February 16, 2026, by Cambodian Environment Minister Eang Sophalleth and his Japanese counterpart Ishihara Hirotaka in Tokyo, the agreement establishes a collaborative framework centered on four strategic pillars aimed at helping Cambodia reduce its emissions by 55 percent by the year 2035.

The first pillar of this initiative focuses on climate change mitigation and adaptation, with a particular emphasis on the energy, industry, agriculture, forestry, and waste management sectors. By coordinating efforts in these key areas, both nations aim to build a more resilient infrastructure capable of meeting long-term climate goals.

The second pillar promotes the transition to a circular economy, prioritizing the management of plastic waste and the efficient use of natural resources. This strategy is designed to foster a clean and sustainable environment through innovative recycling and resource circulation practices.

The third pillar addresses pollution prevention by modernizing the systems used to monitor the quality of air, soil, and water. Upgrading these monitoring frameworks will enable more effective regulatory enforcement, ultimately leading to better protection for public health and local ecosystems.

Finally, the fourth pillar highlights the importance of biodiversity conservation. By recognizing natural ecosystems as vital “natural infrastructure,” the agreement underscores the necessity of protecting and restoring forests and wetlands to help Cambodia achieve its ultimate goal of carbon neutrality by 2050.

This comprehensive partnership reflects a deep, long-term strategic commitment between the two countries to protect the environment and ensure sustainable development. Minister Eang Sophalleth described the agreement as a historic milestone that transcends a mere document, serving instead as a symbol of unity in the global fight against climate change and biodiversity loss.
