ADB Approves USD 82.5 Million to Advance Renewable Energy in Cambodia

The Asian Development Bank (ADB) has approved a substantial funding package of USD 82.5 million aimed at bolstering Cambodia’s Energy Transition Sector Development Program (ETSDP). The announcement was made in a press release on October 7, 2025, highlighting the program’s dual focus on policy reforms and technological investments.

The primary objective of the ETSDP is to enhance access to financing for local small and medium-sized enterprises (SMEs) seeking to invest in energy-efficient technologies. This funding will be channeled through a financial intermediary structure, enabling local banks to expand their lending capacities for energy efficiency projects.

Anthony Gill, the Acting Country Director of ADB for Cambodia, emphasized that this initiative is crucial for achieving the nation’s ambitious goal of incorporating 70% renewable energy into its energy mix by 2030. He underscored the necessity of promoting affordable energy efficiency to support sustainable economic growth in the country.

Looking ahead, the program will enter its second phase, followed by a third phase planned for 2027. These subsequent phases will deepen reforms by broadening the energy efficiency regulatory framework and establishing technical standards for renewable energy in buildings and industries, thereby encouraging greater private sector investment.

The ADB’s first phase of this program was approved in 2022, marking the introduction of Cambodia’s inaugural regulations for Minimum Energy Performance Standards for electrical appliances, starting with air conditioners. These regulations are particularly significant, as air conditioners are the largest contributors to energy consumption in the residential sector.

As the nation strives for a greener future, this funding and regulatory framework will play a pivotal role in catalyzing sustainable energy practices throughout Cambodia.
