Cambodia Enhances Affordable Housing Policy with Four New Strategic Pillars

The Royal Government of Cambodia is moving to significantly bolster its housing sector by introducing four key strategic pillars into the draft “Policy on the Development of Social and Affordable Housing”. This initiative, led by the Ministry of Economy and Finance, aims to ensure that national housing initiatives are both effective and sustainable in meeting the needs of the population.

The refinements were the focus of a high-level meeting on December 22, 2025, chaired by H.E. Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Economic and Financial Policy Committee.

A Modernized Vision for Public Welfare

The “New Policy” serves as a critical update to the 2017 framework regarding incentives and national programs for affordable housing. By aligning with the 2014 National Housing Policy, the government aims to establish a more resilient and efficient system for addressing housing challenges and enhancing overall public welfare.

According to H.E. Aun Pornmoniroth, the policy is built upon two primary strategic objectives:

• Diversified Housing Supply: Providing high-quality, safe, and well-connected social and affordable housing for ownership targeted at low-to-medium income earners and vulnerable groups. It also addresses the specific rental needs of students, factory workers, and internal migrants.
• Promotion of Urbanization: Strategically driving the development of organized urban environments across the Kingdom.

The Four Pillars of Progress

To achieve these goals, the draft policy incorporates four innovative dimensions that distinguish it from previous iterations:

1. Inclusive Rental Models: For the first time, social and affordable housing for rent is formally integrated, encouraging active participation from the government, NGOs, development partners, and the private sector.
2. Expanded Financing Options: The policy introduces additional financial mechanisms and incentives to support the development of both ownership-based and rental housing projects.
3. Updated Eligibility Criteria: Project requirements and target beneficiary criteria are being adjusted to better reflect the current socio-economic landscape of Cambodia.
4. Streamlined Implementation: Administrative procedures for project submissions are being simplified to ensure greater ease of implementation for developers.

Moving Toward Final Approval

As the meeting concluded, the Deputy Prime Minister praised the inter-ministerial working groups for their dedication to this initiative. He instructed the technical teams to further refine the policy’s content for maximum clarity before it is submitted to the Royal Government for final review and official approval in the near future.
