Cambodia Forges Ahead with International Standard Community Nurseries for Workers

Cambodia is accelerating its initiatives to establish community nurseries built to international standards. In a concerted effort to elevate working conditions and support the welfare of labourers, the Ministry of Labor and Vocational Training (MLVT) convened a pivotal meeting on 18 April 2024, in collaboration with the World Child and Development Organisation and the World Bank, under the stewardship of HE Heng Sour, Minister of Labour and Vocational Training.

During the meeting, HE Minister Heng Sour underscored the government’s commitment to developing standard operating procedures (SOPs) for the construction of community nurseries, in conjunction with relevant ministries and factory employers. Notably, several enterprises have already pledged support for this endeavour, signalling a promising collaboration between the public and private sectors.

The World Child and Development Organisation, along with the World Bank, presented comprehensive procedures for establishing these community nurseries, including worker surveys and partnership frameworks with employers. This collaborative effort aims to provide valuable insights for the future implementation of community nursery initiatives.

The establishment of community nurseries aligns with Prime Minister Hun Manet’s visionary agenda, as articulated in his 10 recommendations submitted to the MLVT on 29 August 2023. Prime Minister Hun Manet’s vision underscores the importance of creating accessible childcare and educational facilities near workplaces to facilitate the holistic development of workers’ children.
