Cambodia SME Bank Disburses Nearly $500 Million in Policy Loans to Empower MSMEs as Core Economic Drivers

Prime Minister Hun Manet officially launches the National Strategy for MSME Development 2026–2030, reinforcing state financial backing and multi-agency coordination to boost local enterprise competitiveness.

Cambodia’s government-backed financial support mechanisms have mobilized nearly $500 million in targeted policy loans through the Small and Medium Enterprise Bank of Cambodia (SME Bank) through 2025. The capital infusion underscores the central government’s policy stance that micro, small, and medium enterprises (MSMEs) form the structural backbone of the Cambodian economy. The remarks were delivered by Prime Minister Hun Manet during the official launching ceremony of the National Strategy for Micro, Small, and Medium Enterprise Development 2026–2030 on the morning of October 22, 2026.

Highlighting government financing initiatives, Prime Minister Hun Manet detailed how tailored financial mechanisms have directly supported local enterprise development. Through 2025, SME Bank’s policy loans have benefited more than 3,400 business establishments operating across prioritized sectors, including agro-processing, food manufacturing, industrial manufacturing, and essential services. In parallel, the Agricultural and Rural Development Bank (ARDB) continues to provide key financing across agricultural value chains and processing activities, designed to maximize domestic value addition and diminish national reliance on imports.

To ensure effective execution and strategic alignment across state institutions, the government enacted a decree on September 15, 2026, establishing a dedicated steering committee to oversee the implementation of the MSME National Strategy. This inter-ministerial body is mandated to provide strategic oversight, coordinate policy execution, and continuously monitor MSME initiatives to ensure consistency and high operational efficiency across all state-led enterprise programs.
