Cambodia Establishes SME Coordination Secretariat to Streamline Licensing and Monitoring Services

The Royal Government of Cambodia has officially established a dedicated Secretariat responsible for Registration, Licensing, and Permits alongside a Monitoring and Inspection division under the Small and Medium Enterprise Coordination Unit. Signed into effect by Prime Minister Samdech Thipadei Hun Manet via an official sub-decree announced on October 5, 2026, the strategic institutional measure aims to significantly improve public service delivery and administrative support for small and medium-sized enterprises across the Kingdom. By serving as a unified single-window mechanism, the newly formed body simplifies application workflows for commercial registration, operational licensing, and official permits while strengthening institutional monitoring of enterprise activities.

Under the provisions of the sub-decree, the Secretariat is tasked with providing public business information, receiving application filings, and conducting preliminary reviews to verify document completeness. It is empowered to collect required sample specimens from applicants, notify the registration and licensing sections, and liaise directly with line ministries and government institutions to expedite inter-agency coordination. To accelerate administrative digital transformation, the Secretariat will offer direct assistance to enterprise owners in completing application forms for entry into digital platforms or routing them to the appropriate licensing units. Furthermore, the body is responsible for issuing official receipts acknowledging the submission of documents and physical samples, ensuring transparent tracking throughout the approval process.

Beyond direct public service delivery, the sub-decree entrusts the Secretariat with internal operational management responsibilities for the Small and Medium Enterprise Coordination Unit. These duties include formulating operational work plans, overseeing financial accounting and budget execution, managing unit revenue, and supervising public procurement procedures. To maintain administrative transparency and performance tracking, the Secretariat will compile and submit institutional progress reports across monthly, quarterly, semi-annual, nine-month, and annual evaluation cycles.
