Ministry enacts 65 legal codes and advances 165 draft regulations to ensure safety, structural quality, and sustainable urban development across the Kingdom

Phnom Penh: Establishing a comprehensive legal framework and clear technical guidelines remains a foundational priority for the Royal Government of Cambodia in regulating urban development and building practices. In early September, the Ministry of Land Management, Urban Planning and Construction underscored its ongoing effort to build a robust regulatory ecosystem aimed at safeguarding national interests, enhancing public safety, and guiding orderly spatial development. These legislative measures are structured around core societal values to ensure that national growth aligns with standardized engineering and safety benchmarks.

To strengthen governance and risk management within the property sector, the ministry has formally approved and implemented 65 legal documents governing construction. This established regulatory corpus includes the primary Law on Construction, 10 sub-decrees, 5 inter-ministerial declarations, 34 ministerial declarations, 4 circulars, 7 decisions, 1 instruction, 1 policy guideline, and 6 technical guidebooks. Recognizing the evolving requirements of modern architecture and engineering, the ministry is actively drafting, reviewing, and planning an additional 165 policies, strategic master plans, legal texts, and technical regulations.

Alongside the expansion of statutory codes, the ministry held an internal consultative session on September 1, 2026, to evaluate draft regulatory texts, legislative agendas, and Regulatory Impact Assessments (RIA) applicable to land management, urban planning, and construction. This internal review ensures that upcoming rules undergo rigorous scrutiny, mitigating administrative conflicts and reducing unnecessary compliance friction for market operators.
