Permanent Secretary of State H.E. Koy Sodany convenes key consultative meeting to strengthen transparency, accountability, and fiscal discipline across national infrastructure projects

Phnom Penh: Strengthening public financial management and optimizing capital allocation remain cornerstone objectives for Cambodia’s sustainable socio-economic growth. On the morning of Thursday, August 27, 2026, H.E. Koy Sodany, Permanent Secretary of State at the Ministry of Public Works and Transport, chaired a consultative review meeting with technical advisors from the EU4PFM Cambodia Project at the ministry headquarters. The high-level gathering focused on evaluating existing operational capacity and analyzing current baseline conditions to formulate comprehensive Standard Operating Procedures (SOP) for the ministry’s Public Investment Management (PIM) framework, bringing together institutional leaders and specialized technical officers from relevant line departments.

The development of this standardized framework is designed to heighten operational efficiency, institutional accountability, and fiscal transparency across all public investment portfolios. By aligning management protocols with long-term infrastructure goals, the SOP will streamline the ministry’s strategic planning, capital spending, and routine maintenance programs across national transit networks.

During the session, H.E. Koy Sodany instructed all attending units and general departments to extend complete cooperation and maintain high professional responsibility throughout the drafting phase. The Permanent Secretary of State highlighted that robust institutional synergy is essential to empower technical officers across the entire project lifecycle—ranging from preliminary project appraisals to physical execution and post-implementation monitoring—ensuring the finalized SOP remains clear, actionable, and responsive to practical operational needs.

The collaboration between the Ministry of Public Works and Transport and the EU4PFM Cambodia Project marks a transformative milestone in institutionalizing good governance and fiscal discipline in Cambodia’s public infrastructure sector.
