Cambodia’s Tax Revenue Shows Strong Performance in Q1 2025

In a strong financial showing, Cambodia’s General Department of Taxation announced the collection of USD 1.25 billion in taxes during the first quarter of 2025. This amount reflects a robust contribution from various sectors, with stamp duty accounting for nearly 3% of the total.

According to a report released on 8 May, the department collected approximately 5,082 billion riels, equivalent to about USD 1,253 million, during the first three months of the year. This figure represents an impressive 30.88% of the revenue target outlined in the Finance Law for the 2025 budget.

Highlights from the report reveal that income tax led the charge, contributing approximately 46.4% of the overall tax revenue. Other significant contributors included value-added tax at 17.95% and withholding tax at 17%. Specifically, stamp duty related to the transfer of property ownership contributed 144.3 million riels, accounting for 2.87% of the total.

Additionally, the report noted that major business activities such as manufacturing, financial and insurance services, and the food and beverage sector emerged as key drivers of tax revenue during this period. However, tax revenue from the real estate and construction sectors also showed notable figures, amounting to 196 billion riels and 205 billion riels, respectively.

This early quarter performance underscores the resilience of Cambodia’s economy and its ongoing recovery, bolstered by strong tax collection efforts in critical industries. As the year progresses, continued monitoring of these trends will be vital for ensuring sustainable fiscal health.
