Cambodia Unveils Ambitious US$5bn Plan for Maritime Infrastructure to Serve 1.2m Passengers and 41m tons of Cargo by 2030

In a strategic move to bolster Cambodia’s water transport capabilities and fortify its logistics system, the Royal Government has proposed a comprehensive master plan comprising 20 maritime projects. With a total investment requirement of US$5.461 billion, these initiatives aim to support the country’s transformation into a high-middle-income nation by 2030. The ambitious plan, disclosed in the Comprehensive Master Plan on Transportation and Logistics in August 2023, outlines a series of projects spanning the short, medium, and long terms.

The proposed projects, categorised into short-term and medium-term (2023-2027) and long-term (2028-2033), encompass the construction of six general cargo or container ports, including locations in Kep, Kampot, Sihanoukville, and Koh Kong provinces. Additionally, the plan includes four fuel storage stations for the inland waterway transportation system and a multi-purpose port and seaport project in Sihanoukville. The blueprint incorporates five ports dedicated to tourists, spread across Kampot, Kep, Sihanoukville, and Koh Kong.

By 2030, the master plan estimates that these maritime developments will cater to approximately 1.2 million passengers, with prominent ports such as Sihanoukville Autonomous Port and Union Development Port contributing significantly to this traffic. Furthermore, the plan foresees a substantial volume of goods transportation, projecting 41 million tons of cargo to traverse the seas through ports in Sihanoukville, Koh Kong, and Kampot.

The maritime transport strategy is grounded in a meticulous analysis, incorporating direct surveys at seaports in the southwestern provinces of Koh Kong, Sihanoukville, Kampot, and Kep. As Cambodia steers towards economic growth and enhanced connectivity, this monumental investment is poised to underpin its aspirations for a robust maritime infrastructure.
