Cambodia’s 2033 Transport Master Plan Unveils 3 New Expressways and 4 (High-Speed) Railways

In a visionary move, Cambodia has unveiled an expansive Transportation & Logistics Master Plan, setting forth ambitious goals for developing 174 major infrastructure projects over the next decade. The comprehensive plan encompasses various sectors, including 94 road development projects, 23 river waterway projects, 20 sea transport projects, 10 air projects, and 15 gas pipeline projects, requiring a staggering investment of approximately US$36.7 billion, according to the master plan released by the government in August 2023. Highlighting the road development aspect, the master plan outlines three new expressways—Phnom Penh to Kep, Phnom Penh to Stung Treng, and an expressway connecting Ratanakkiri to Koh Kong. Additionally, the plan envisions the establishment of a new railway to Vietnam from Phnom Penh through Prey Veng and Svay Rieng by 2030, with three more railways planned for 2050, connecting to Vietnam from Kampong Cham province, Kampong Cham to Laos via Kratie and Stung Treng, and a high-speed train from Kampong Cham to Thailand via Banteay Meanchey.

Integral to the master plan is the emphasis on seamless connectivity between different modes of transportation and logistics centres. The 174 projects are strategically divided into two phases—90 short-term and medium-term projects and 91 long-term projects, demonstrating a meticulous approach towards comprehensive development.

To fund the massive undertaking, Cambodia anticipates a total investment capital of US$19.926 billion an annual investment of $3.985 billion for the short-medium term phase from 2023 to 2027. The government envisions sourcing this capital from three main financing mechanisms: the national budget, foreign financial support for public investment projects, and partnerships between the state and private entities.

The master plan’s transparent approach extends to detailed provisions for each funding source, ensuring accountability and integrity throughout the implementation process. Recognising potential challenges and risks, such as land acquisition regulations, financial fluctuations, and climate change impacts, the plan incorporates robust risk management strategies. The National Logistics Council will be pivotal in monitoring and mitigating these risks, ensuring the successful realisation of Cambodia’s transformative vision.
