Ministry of Land Management, Urban Planning, and Construction Reports 95% Completion of 2025 Measurement Target

The Ministry of Land Management, Urban Planning, and Construction (MLMUPC) is close to achieving its permanent land measurement targets, needing only an additional 1% to finalize the comprehensive land mapping effort. The full measurement is expected to be completed in the coming year, 2026.

In a review of the past two years, the MLMUPC had set an overall target of 7.6 million land parcels to be measured. To date, the Ministry has successfully measured over 5.66 million land parcels.

Focusing on the 2025 efforts, the Ministry’s plan was to measure over 1 million parcels. As of the end of October 2025, the Ministry achieved a total measurement of over 1 million land parcels, representing 95% of its annual plan.

A total of just over 50,000 land parcels remain unmeasured. These remaining parcels are located in Phnom Penh and the provinces of Ratanakiri, Koh Kong, and Kampot. In contrast, systematic land measurement has been completed in 21 other provinces across the country.

Beyond measurement, the Ministry has also advanced in registration and title issuance. The total number of registered land parcels is close to 14 million, with nearly 9 million titles issued, and over 8 million title deeds already distributed to landowners.

According to the words of His Excellency Deputy Prime Minister Say Samal, the Ministry of Land Management, Urban Planning and Construction must promote the completion of land registration work as planned so that citizens can enjoy security in legally owning land and reduce disputes.

In a meeting to monitor the progress of land registration work on 4 December 2025, His Excellency Deputy Prime Minister Say Samal stated the direction that requires encouraging all officials to accept a common principle, which is to complete land registration for citizens quickly.

His Excellency Say Samal requested all members of the meeting to have a common consensus in accepting this common principle in order to effectively implement the completion of land registration work and measure all remaining land, including all types of state land, including agricultural land, forest cover land, and conservation area land, etc., using techniques and the help of AI technology.

His Excellency Say Samal has emphasized that this campaign to complete measurement, registration, and title issuance is crucial for resolving land conflicts and ambiguities regarding land borders. The primary goal is to ensure that citizens have legal security in their land tenure and to put an end to chronic land boundary disputes for current and future generations, allowing them to live in peace and harmony.
