Ministry of Land Management Completes Extensive Land Survey in Phnom Penh

In a significant milestone for urban planning and land management, the Ministry of Land Management has successfully completed the survey of 465,919 plots of land in Phnom Penh. This achievement marks a crucial step towards systematic land registration in the capital, with an estimated total of 477,299 plots identified.

During a ceremony held on July 16, 2025, at the Prek Leap National Institute of Agriculture, real estate identification certificates were distributed to 51 families in the Prek Khvet community. The event was graced by His Excellency Say Samal, Deputy Prime Minister and Minister of the Ministry of Land Management, Urban Planning and Construction.

In his address, His Excellency Say Samal expressed gratitude to the residents involved in the land registration campaign, as well as to collaborating bodies, including the Ministry of Agriculture and the Ministry of Economy. The initiative not only facilitated the issuance of real estate identification certificates but also highlighted the persistent challenges surrounding land registration and its unclear relations between state institutions and citizens.

He noted that while considerable progress has been made, there remains a necessity to address undisputed lands, presenting this campaign as a model for resolving similar issues across different organizations.

As of now, the statistics reveal that in Phnom Penh, out of the total estimated land plots, 465,919 have been successfully measured, with 462,434 marked and 304,993 land titles issued from a total of 337,184 titles prepared.

Notably, the effort has been extensive, with 13 of the 14 districts in Phnom Penh having received land measurements and titles. The only exception is the 7 Makara District, which has not yet undergone systematic registration, focusing instead on individual plot and house ownership registrations.

This ambitious project demonstrates the Ministry’s commitment to enhancing transparency in land ownership and improving urban management, ultimately benefiting the residents of Phnom Penh.
