Khan 7 Makara represents one of Phnom Penh’s most densely populated historic cores, dominated by multi-story residential blocks where multiple households occupy distinct floors within single structural footprints. Resolving the technical and legal entanglements of these aged co-owned buildings required the ministry and the National Cadastral Commission to establish a dedicated procedural framework.
