Spatial Planning Committee opens public consultations for 401 square kilometers across Banteay Srei, Central Angkor Park, and Roluos zones in compliance with 1994 Royal Decree

Siem Reap: Establishing a transparent and equitable spatial planning framework inside the Angkor World Heritage Site has marked another significant milestone as Cambodian authorities move to address community land needs while preserving national cultural treasures. On September 13, 2026, acting on behalf of the Land Management and Urban Planning Committee, the Ministry of Land Management, Urban Planning and Construction formally submitted a draft land-use plan and village regulations covering 114 local villages for public and institutional consultation. The consultation process engages the APSARA National Authority, sub-national administrative bodies, and long-standing local residents living within the historic park boundaries.

The draft master plan strictly complies with Royal Decree No. 001 នស, dated May 28, 1994, which governs a total protected area of 401 square kilometers. Under this statutory framework, the area is structured into three primary geographical zones: the Banteay Srei zone, the Central Angkor Park zone, and the Roluos zone. The comprehensive planning initiative aims to delineate residential boundaries, agricultural land, and strictly protected heritage zones, providing clear legal parameters to resolve long-standing land tenure uncertainties and prevent illegal encroachments.

This consultative process reflects the Royal Government of Cambodia’s policy to harmonize world heritage conservation mandates with the socio-economic livelihoods of local communities. Gathering direct input from residents and local authorities ensures that spatial regulations remain practical, accommodate demographic growth, and support sustainable infrastructure development without compromising the site’s Outstanding Universal Value.

However, submitting the land-use regulations for 114 villages to open consultation represents a decisive step toward sustainable and inclusive territorial management in Siem Reap. Close coordination between the Ministry of Land Management, the APSARA National Authority, and local inhabitants safeguards community land security while solidifying the long-term protection and preservation of the historic Angkor World Heritage Site for future generations.
