Cambodia’s national campaign to secure property rights and streamline land administration is approaching its final stages, with complete nationwide title distribution targeted for 2027. Presiding over a landmark land titling ceremony in Kandal province on July 29, 2026, Prime Minister Samdech Thipadei Hun Manet handed over 23,076 real estate ownership certificates to local residents across Chey Thom, Roka Chhonluong, and Puk Russei communes in Ksach Kandal district. The event highlighted substantial nationwide progress, with total distributed land titles reaching nearly 9 million, representing 86 percent of all publicly announced land plots.

Under the mandate of the Seventh Legislature, the Royal Government assigned the Ministry of Land Management, Urban Planning and Construction to complete all remaining land measurement and registration operations across the country. During this mandate, technical teams measured an additional 6.3 million land plots, expanding total measured plots nationwide to nearly 14 million. In parallel, authorities issued an additional 2.6 million title certificates, pushing total issued titles to nearly 10 million, of which nearly 9 million have been formally distributed to landholders.

Outlining the strategic roadmap for the sector, Prime Minister Samdech Thipadei Hun Manet confirmed that the government aims to conclude all land plot registration procedures by the end of 2026, setting the stage for full title distribution across all provinces by 2027. Alongside titling efforts, the government has directed relevant authorities to formulate long-term land use master plans. These spatial planning frameworks are designed to enhance land tenure security, minimize property disputes, and establish clear guidelines to support regional investment and economic development.
