Inter-institutional meeting addresses land title processing delays, pushes digital service integration, and establishes spatial land-use plans across all 13 districts

Kandal Province: Modernizing land administration and streamlining public service delivery remain fundamental priorities for Cambodian authorities as urban expansion and property transactions accelerate. On September 5, 2026, H.E. Chhoeun Bunnarat, Secretary of State at the Ministry of Land Management, Urban Planning and Construction, together with Kandal Provincial Governor H.E. Kuoch Chamroeun, co-chaired a high-level review meeting to inspect and expedite land registration services at the provincial One Window Service Unit. The working session convened key technical departments, including delegates from the General Department of Taxation.

While acknowledging overall progress in land service delivery, the meeting identified persisting processing backlogs and administrative delays that exceeded established timeframes. To resolve these bottlenecks, representatives from the ministry, provincial administration, and tax authority agreed to strengthen staff capacity in document auditing, improve coordination between the provincial land department and the One Window Service Unit, and accelerate data entry into digital systems to enable fully online land services. Furthermore, the provincial land management department was directed to focus on three core priorities: expanding digital public services, formulating land-use master plans across all 13 municipal-district administrative areas, and enforcing strict compliance with technical construction regulations.

The coordinated initiative between national and provincial authorities reflects a concerted push toward reducing administrative complexity and elevating transparency in land governance. Digitizing cadastral records and automating application workflows reduces operational friction, safeguards property rights, and supports local economic growth.

Obviously, the joint review by the Ministry of Land Management and Kandal Provincial Administration marks a critical step forward in transforming public service delivery. By accelerating land titling services through digital platforms, establishing structured land-use plans for all 13 districts, and enforcing standard construction protocols, Kandal Province is building a transparent, efficient, and resilient framework for urban growth and property rights protection.
