Cambodia Establishes Six ‘Rong Cham’ Villages in Banteay Meanchey

Split from Sla Kram Commune, the new administrative entries institutionalize a symbolic border settlement originally named by Samdech Techo Hun Sen.

The Royal Government of Cambodia, acting through the Ministry of Interior, has officially authorized the establishment of six new villages—designated as Rong Cham 1, Rong Cham 2, Rong Cham 3, Rong Cham 4, Rong Cham 5, and Rong Cham 6—within Banteay Meanchey province. According to the formal directive signed on July 1, 2026, by HE Sar Sokha, Deputy Prime Minister and Minister of Interior, these newly recognized administrative communities are being partitioned directly from the existing Sla Kram village, located within Sla Kram commune of the Svay Chek district.

The ministerial decree outlines that the management structure and administrative organization of these newly created villages must strictly comply with the Ministry of Interior’s Prakas No. 004 SNN, issued on March 17, 2006. This governing framework establishes the official procedures and legal processes required for electing village chiefs, managing their assumption of office, executing leadership changes, appointing official village assistants, and defining the daily roles, duties, and operational routines of village-level governance. Following the signing of this mandate, the Ministry of Interior has instructed all relevant ministries, state institutions, and localized stakeholders to immediately oversee and implement the directive within their respective jurisdictions.

Beyond its bureaucratic implications, the name “Rong Cham” (translated as “Waiting Village”) carries profound historical weight and embodies a legacy of past geopolitical hardships. Originally bestowed by Samdech Techo Hun Sen, the name serves as a permanent memorial to the severe adversities endured by thousands of Cambodian citizens who historically experienced the bitter trauma of displacement, land loss, and the fundamental struggle for survival.

As such, Rong Cham 1 through Rong Cham 6 are viewed by local authorities and historians not merely as fresh geographical boundaries on a provincial map, but as living testaments to the complex human narratives left behind by past border frictions. The designation captures the enduring reality of these local populations, who for years lived in a state of hopeful anticipation, waiting for the day they could securely and honorably return to their native homelands. By formalizing these communities into the state framework, the government aims to anchor structured public services, legal protections, and sustainable local development for a highly resilient population.
