Ministry of Land Management coordinates multi-agency integration via the single-window system to reduce real estate investment risks and enhance buyer confidence

Phnom Penh: Real estate development and housing administration in Cambodia have entered a transformative phase aimed at establishing transparent investment protocols and protecting consumer rights. On August 26, 2026, the Ministry of Land Management, Urban Planning and Construction convened an inter-ministerial meeting to launch a unified workflow framework for approving major real estate investments, including boreys and condominiums, integrated through the Cambodia Data Exchange (CamDX) platform. Designed to operate as a streamlined single-window service, the digital integration eliminates redundant procedural steps across multiple government agencies, significantly reducing transaction costs, processing delays, and technical risks associated with residential developments.

Under the standardized CamDX operational workflow, participating ministries maintain distinct technical evaluation boundaries to ensure rigorous project verification. The Ministry of Land Management, Urban Planning and Construction oversees cadastral land title validity, zoning compliance, building heights, setbacks, waste management, parking infrastructure, construction safety, and housing classifications ranging from affordable units to luxury developments. Simultaneously, the Ministry of Interior manages administrative territorial alignment. The Ministry of Public Works and Transport evaluates road connectivity and drainage networks, while the Ministry of Industry, Science, Technology and Innovation, alongside the Ministry of Mines and Energy, validates utility master plans for clean water and electricity supply. Furthermore, the Ministry of Post and Telecommunications oversees telecommunication and internet infrastructure, enabling the Ministry of Economy and Finance to issue final commercial licenses once all technical prerequisites are fulfilled.

The results of establishing a unified inter-ministerial approval workflow for boreys and condominiums via CamDX represent a strategic milestone in modernizing Cambodia’s real estate governance. By synchronizing technical oversight across key ministries into a single digital platform, the initiative effectively safeguards consumer interests, mitigates development risks, and fosters a stable, transparent business environment for sustainable urban growth.
