How West Java Used Bentley Software to Slash Mega Water Project Timelines by 25%

PT WIKA Tirta Jaya Jatiluhur (WTJJ) has successfully completed the SPAM Regional Jatiluhur I project, an 80-kilometer clean water system serving over 380,000 residents. Facing a severe water crisis and land subsidence caused by groundwater over-extraction, the project leveraged an extensive suite of Bentley Systems software to transform West Java’s infrastructure into a model of digital resilience. The project is also one of the winners of the Bentley’s Year in Infrastructure 2025.

The challenge was immense: delivering 4,750 liters of water per second through a complex network of intake structures, treatment plants, and pumping stations across the Jakarta-Bekasi-Karawang corridor. WTJJ moved beyond traditional construction methods, adopting a “connected digital ecosystem” to align cost, quality, and sustainability.

By integrating Bentley’s OpenFlows, PLAXIS, and SYNCHRO within a connected digital ecosystem, the team achieved 18% energy savings, shortened delivery by 25%, cut 1,200 tons of CO2 emissions, and reduced the approval process for key facilities by 50%.

The project’s conclusion marks the beginning of a new era for Indonesian utility management. By integrating PlantSight and iTwin IoT, WTJJ established a “Digital Twin” that connects field sensors to live dashboards. This allows operators to monitor pipe stress and pump performance in real-time, shifting from reactive maintenance to proactive asset management.

“Bentley’s solutions enabled us to transform water infrastructure delivery with a strong focus on environmental stewardship, community impact, and long-term resilience,” said Rizky Yusuf Ramadhan, BIM Lead Strategist at WTJJ.

By replacing groundwater reliance with a sustainable, digitally-managed surface water system, WTJJ has not only provided clean water but also secured the geological future of one of the world’s most densely populated regions.
