Indonesia Leverages Bentley Software to Build World’s Largest Refuse-Derived Fuel Plant

PT Wijaya Karya (WIKA) has recently completed construction for the Rorotan Jakarta Refuse-Derived Fuel (RDF) Plant, a monumental project set to become the world’s largest facility of its kind.

The IDR 1.28 trillion facility is designed to process 2,500 tons of municipal waste daily, converting it into 875 tons of sustainable fuel. To manage a project of this complexity, WIKA moved away from traditional, fragmented workflows, instead adopting Bentley digital tools.

The project faced significant hurdles from the outset, including Jakarta’s notoriously unstable soft soil and the need for intense interdisciplinary coordination. WIKA utilized Bentley PLAXIS and STAAD to engineer resilient foundations and structural designs capable of withstanding local seismic conditions.

By integrating MicroStation, OpenPlant, and ProStructures, the team developed high-precision 3D models of the facility. This allowed for the modular design of complex mechanical systems and conveyors, ensuring that every component fit perfectly before a single piece of steel was laid. This level of detail led to a 40% increase in engineering productivity and a 10% reduction in material waste.

One of the project’s most significant successes was the implementation of SYNCHRO for 4D construction sequencing. By visualizing the construction timeline in a digital environment, WIKA identified potential bottlenecks and safety risks before they occurred on-site.

Outcomes included 52,000 work hours saved through automated workflows, 15% reduction in overall project costs due to minimized rework, 70% faster survey times by utilizing iTwin Capture for drone-based LiDAR mapping, and 12% shortening of critical path activities, accelerating the path to commissioning.

With multiple contractors and stakeholders involved, WIKA utilized ProjectWise as its Common Data Environment (CDE). This centralized “single source of truth” halved the time spent on document retrieval and review cycles.

Through iTwin IoT, the plant features real-time environmental monitoring and predictive maintenance capabilities. This ensures the facility meets stringent regulatory standards while maximizing the lifecycle of the machinery.

Besides, by leveraging Bentley’s advanced digital tools, WIKA is delivering a facility that will divert 30% of Jakarta’s daily municipal waste from overflowing landfills. In addition, it will also reduce carbon emissions by over 100,000 tons annually, while also replacing the equivalent of 280,000 barrels of oil per year with renewable fuel.

For WIKA, the result is clear: a 20% higher Return on Investment (ROI) compared to traditional construction methods, proving that “going digital” is the most efficient path to a greener future.
