Land Ministry Issues Procedures to Improve Construction Certifier License Issuance

The Ministry of Land Management, Urban Planning and Construction (MLMUPC) has issued detailed procedures to improve the system of issuing, renewing, and terminating construction certifier licenses both for individuals and companies, according to Prakas No.033 dated 21 January 2021.

The Prakas states that professionals or companies with sufficient qualifications and work experience can apply for construction certifier license at the One-Stop Service Center of MLMUPC.

When applying, applicants must bring documents such as the letter of guarantee, insurance certificate, certificate of registration with the relevant profession councils and other important documents.

Foreign professionals must attach a work permit and a long-term residency certificate. Meanwhile, foreign companies must attach a letter of authorisation signed by the president of the company. In addition, documents regarding the work experiences of foreign professionals must be certified by the foreign embassy or any relevant office in Cambodia.

The Prakas allows professionals or companies to apply for a new license in case of loss, change of name, change of office or company location, and change of company president.

According to Sub-decree No.225, there are four types of construction certifier license including general construction business, architecture, construction components, mechanical, electrical, and water businesses. (Read more)
