Authorities Reject Free Land Giveaway Announced by Individual in Kampong Speu

The Oral District Administration in Kampong Speu province has officially refuted claims made by Mr Chuon Kunthea regarding the distribution of land to individuals, citing that the designated land falls within the confines of the Oral Mountains Wildlife Sanctuary. This announcement was made on 21 April 2024, following Mr Kunthea’s assertions of distributing land, as reported by KH Plus News.

In an interview broadcast on Facebook, Mr Chuon Kunthea purportedly promised free land allocation, particularly targeting impoverished individuals in the Oral district. Each plot, measuring 10 metres by 30 metres, was said to be located in Rong Masin village and Trapeang Thmear village.

Despite Mr Kunthea’s claims of legitimacy, asserting possession of 6,000 legal plots, the district administration swiftly rejected the notion. In the interview, Mr. Chuon Kunthea affirmed that the land he allocated was entirely lawful, encompassing 6,000 parcels.

He further mentioned that each household could acquire up to 10 parcels at a cost of US$450 for administrative fees, receive the layout instantly, and commence cultivation immediately.

Moreover, he highlighted the construction of a 15-metre-wide, 4-kilometre access road and revealed plans for a 3-kilometre road within a 420-hectare area.

Additionally, during the interview, he showcased the purchase documents of the land along with the accurate thumbprints from the sale and the endorsement of a lawyer.

The Oral district authority clarified that the area in question falls under the protected status of the Oral Mountains Wildlife Sanctuary, rendering any land distribution within its bounds unlawful.

Furthermore, the district administration emphasised adherence to existing policies, particularly the social land concession policy, which ensures equitable land distribution to the impoverished populace without monetary obligations.

As a cautionary measure, the district administration urged prospective land buyers within the Oral district to prioritise purchases with verified legal titles, thus avoiding the acquisition of disputed or unlawfully appropriated land, especially within protected areas or state-owned territories.
