Cambodia’s New Law Paves the Way for Inland Waterway Investment

The Cambodian government has taken a significant step towards enhancing inland waterway investment with the official promulgation of the Law on Inland Water Transport. Encompassing 18 chapters and 275 articles, this legislation aims to stimulate investment and development in Cambodia’s inland waterway and port sector, offering lucrative opportunities for both domestic and international trade.

Signed into law by Samdech Say Chhum on 23 March 2024, this landmark legislation underscores the government’s commitment to fostering a conducive environment for maritime commerce and infrastructure growth.

The newly enacted law delineates the management and regulation of inland waterways and ports within Cambodia’s territory, providing a framework for investment and competitiveness. It applies to a wide spectrum of stakeholders, including ship owners, port operators, and related infrastructure entities, within the jurisdiction of Cambodia.

Notably, the law excludes port vessels and facilities under the authority of the Ministry of National Defence and the Ministry of Interior, as specified in separate legal provisions.

One of the key provisions of the law mandates the registration of coastal and domestic vessels operating within Cambodian waters, ensuring compliance and accountability within the maritime sector. However, exemptions are granted for vessels engaged in family transport, reflecting a balanced approach towards regulatory oversight and operational flexibility.
