PM Directs Ministry of Land Management to Prepare Comprehensive Master Plan for Cambodia’s New City

Prime Minister Samdech Hun Manet has called upon the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) to meticulously prepare a Master Plan for an upcoming new city. The prime focus of this strategic initiative is twofold: ensuring clarity in public infrastructure development and implementing a well-defined zoning framework.

During the inauguration ceremony of the “Twin Dragon Bridge, Koh Nora, and the Concrete Bridge Connecting Koh Nora Development Area to Koh Pich Development Zone” on 15 November 2023, PM Hun Manet articulated the need for an urban blueprint that prioritizes public infrastructure coherence and systematic area division.

The PM underscored, “I have asked HE Say Sam Al to review the preparation of the Master Plan for the new type of city. This city must genuinely consider public infrastructure and manage it. If the road is planned to be 50 meters wide, the actual construction should reflect this plan accurately, ensuring it aligns with the proposed dimensions.”

Drawing inspiration from the urban development strategies of advanced nations, PM Hun Manet emphasized the importance of meticulously planned public transport routes, encompassing dedicated lanes for buses, subways, and airways.

In addition to infrastructure precision, the PM introduced the concept of zoning, advocating for the strategic division of the new city into residential, commercial, and green zones. This approach, already embraced by some local developers, aligns with the vision of fostering comfort and quality living experiences for the residents.

PM Hun Manet emphasized, “This zoning strategy is crucial for any area, be it a village, commune, or Sangkat. It involves defining specific roads for businesses, ensuring serene residential areas, and segregating noisy commercial ventures from quieter spaces.”

Addressing the ongoing expansion of the city, the Prime Minister expressed optimism about Phnom Penh’s burgeoning potential, signaling a future characterized by thoughtful urban planning and sustainable growth.
