Gov’t Introduces Measures to Enhance Water Management in Cambodia’s Agriculture Sector

In a concerted effort to tackle the pressing challenges in water resources management, the Economic and Financial Policy Committee of Cambodia convened on 5 March 2025. The committee unveiled a comprehensive plan comprising three key measures to improve water management within the country’s water and agriculture sectors.

During the meeting, members deliberated on the critical issues surrounding water allocation, revealing significant challenges such as inefficient resource distribution, a lack of legal frameworks, and insufficient data sharing regarding water resources. Additionally, the effectiveness of private water operators was highlighted as a concern.

To address these challenges, the committee has outlined a phased approach to enhance management and ensure sustainability in water resources:

  1. Immediate Measures (Short-term): The government aims to mitigate anticipated water shortages in the upcoming dry season by informing citizens and relevant authorities about water preservation strategies. Financial resources will also be prepared for potential interventions if necessary.
  2. Short-term Measures (1 to 2 years): The focus will shift to re-evaluating investments in the water sector and assessing the capacity for water supply to adequately meet the needs of both consumers and critical sectors like agriculture and industry.
  3. Medium & Long-term Measures: A comprehensive master plan will be developed to ensure effective water resource growth, management, and utilisation. This phase will also prioritise reforming and strengthening management mechanisms across various ministries and institutions.

These measures reflect the government’s commitment to sustaining water resources crucial for agriculture and development and aim to facilitate a coordinated approach to tackle the challenges ahead. As stakeholders unite to implement these strategies, the focus will be on fostering a resilient water management system that supports the nation’s agricultural ambitions and economic growth.
