Kingdom’s First Wind Power Project Stuck in Tariff Negotiations

Cambodia’s first wind power investment project in Bokor tariff negotiation process is experiencing delays with Electricite du Cambodge (EDC) since mid-2020 as the government seeking lower cost.

HE Victor Jona, Director General of Energy of the Ministry of Mines and Energy, said that the wind power study project has been completed, but the construction has yet to begin as the firm has not reached a deal with EDC.

“Negotiations on the electricity tariff so far have not been reached because the government’s policy is to lower electricity prices to all types of consumers. So, EDC needs to find low-cost energy sources,” he said.

He stated that the declining energy demand during the COVID-19 pandemic is also the reason why EDC has not accelerated the negotiations.

According to investment firm The Blue Circle, they claimed to provide the best deal in the market at the rate of US$6.88 cents per kilowatt-hour.

Based on the initial plan, Bokor Mountain has been chosen as the location for this 80 MW wind power project.
