Laos Commences Construction of USD 360 Million Hydropower Dam for Electricity Export to Vietnam

On April 29, 2025, Laos officially marked the groundbreaking of the Nam Neun 1 hydropower dam, a significant project with a planned capacity of 124 megawatts. With an investment of approximately USD 360 million, this facility is set to primarily supply electricity to Vietnam.

The ceremony was attended by prominent officials, including His Excellency Sonexay Siphandone, Prime Minister of Laos, and His Excellency Phosay Sayasone, Minister of Energy and Mines, along with senior representatives from Xieng Khuang and Huaphan provinces, as well as the project management committee.

Developed by Nam Neun 1 Hydropower Co., Ltd. and constructed by Vietnam Joint Stock Company 47 (CC47), the project is designed as a concrete dam measuring 553 meters in length and 138 meters in height. It is expected to be completed by the end of 2028.

Soulideth Baomanikhot, the project director, highlighted the importance of this development for Laos’s energy sector, stating, “The construction will take 4 years and 6 months. Once operational, it will significantly contribute to the country’s energy infrastructure.”

Pham Nam Phong, president of CC47, reaffirmed the company’s commitment to maintaining high technical standards throughout the construction process, ensuring compliance with Laos’s laws and regulations. “We are dedicated to delivering a project that excels in quality, technology, environmental safety, and aesthetics,” he promised.

Minister Phosay Sayasone described the Nam Neun 1 hydropower project as a pivotal step for the advancement of Laos’ energy sector and overall economy. He emphasized, “This project is crucial for supporting the export of electricity to Vietnam, and it will bring both immediate and long-term benefits, including enhanced local infrastructure and improved living standards for community residents.”

As Laos embarks on this ambitious project, the nation aims not only to strengthen its energy export capabilities but also to foster economic growth and improve the quality of life for its citizens.
