ADB Lends Laos PDR US$692.5m to Build Largest Wind Power Plant in Southeast Asia

The Asian Development Bank (ADB) has signed a financing package worth US$692.55 million with Monsoon Wind Power Company Limited (Monsoon) to construct a 600-megawatt wind power plant in the Sekong and Attapeu provinces of southern Laos PDR.

The project, called “Monsoon,” will be the largest wind power plant in Southeast Asia, consisting of 133 wind turbines, and the first in Laos to export and sell power to neighbouring Vietnam.

BCPG Plc, a major shareholder in the project through its subsidiary Impact Energy Asia Development, signed the project agreement with PowerChina International in December 2022. The project will cover an area of 400,000 rai, or 64,000 hectares.

“The financing from ADB and its partners will help unlock Lao PDR’s untapped wind resources, providing a basis for a transition to clean energy, ” said Suzanne Gaboury, Director-General of ADB’s Private Sector Operations Department.

ADB estimates that the Monsoon project will reduce annual greenhouse gas emissions by at least 748,867 tons of carbon dioxide equivalent.

The Monsoon wind power plant is expected to contribute significantly to the sustainable development of Laos and the Southeast Asian region. The project will help address the growing demand for electricity while reducing the region’s carbon footprint.
