Secretary of State Chan Sinath leads joint mission to review 26.3% completion milestone, pushing for strict adherence to engineering standards and green city development

Kandal: Enhancing national hydrometeorological infrastructure remains a critical pillar for Cambodia to improve early warning capabilities, address climate change risks, and protect communities from extreme weather events. On the afternoon of September 11, 2026, Secretary of State Chan Sinath, representing Minister of Water Resources and Meteorology Thor Chetha, led a joint inspection mission with an Asian Development Bank (ADB) delegation headed by Long Piseth to evaluate progress on the Techo Sen II Radar Station project. The construction site is located on Phnom Prasith, spanning Chhvaing commune in Ponhea Lueu district, Kandal province, and Ponhea Pon commune in Prek Pnov district, Phnom Penh, funded through financing support from the ADB.

During the field visit, the Secretary of State highlighted that the joint mission aimed to monitor operational performance and accelerate construction work on the Techo Sen II Radar Station, which has currently achieved 26.3% completion. Furthermore, he briefed ADB representatives on the strategic urban planning framework to develop the Phnom Prasith area into a sustainable “Green City,” alongside clear land boundary demarcation efforts in accordance with Council of Ministers Decision No. 574 dated April 4, 2025.

During the site review, Secretary of State Chan Sinath instructed the primary contractors to strictly align all physical construction activities with technical engineering guidelines and ADB operational standards. Emphasizing worker safety and environmental protections, he urged construction teams to maintain structural integrity and deliver the project on schedule according to the approved development timeline.

The joint inspection of the Techo Sen II Radar Station project demonstrates the active partnership between the Ministry of Water Resources and Meteorology and the Asian Development Bank. Beyond transforming the Phnom Prasith area into a green urban community, completing this advanced radar facility provides Cambodia with vital technology to improve weather forecasting, strengthen disaster management, and safeguard public welfare against natural hazards.
