MPWT Delegation Explores Australian Expertise in Investment and Debt Management

In a concerted effort to strengthen institutional capacities and expand the professional competencies of public officials, HE Koy Sodany, Permanent Secretary of State and Head of the Public Financial Management Reform Working Group of the Ministry of Public Works and Transport (MPWT), led delegation to participate in an intensive training and study visit program at the University of Adelaide, Australia, from October 12 to 16, 2026.

The comprehensive program was carefully organized and facilitated by the General Secretariat of the Public Financial Management Reform Steering Committee in close collaboration with the University of Adelaide, focusing under the overarching theme of public financial management, public investment management, and government securities and debt management. This initiative provided the Cambodian delegation with an invaluable platform to explore international best practices, acquire cutting-edge technical insights, and draw practical administrative experiences from Australia’s public sector framework.

The core curriculum centered on advanced public financial management systems, alongside robust public investment management encompassing project planning, budget allocation, and infrastructure project implementation. Furthermore, the training delivered specialized insights into issuing state securities, green bonds, and managing public debt sustainably and resiliently.

Complementing the academic sessions, the delegation undertook practical field study visits to key administrative and financial bodies, including the Mitcham Council and the South Australian Financing Authority (FASA). These site visits enabled delegates to observe localized administrative practices and capital management frameworks firsthand, offering practical benchmarks adaptable to Cambodia’s reform context.

The study visit and training mission undertaken by the Ministry of Public Works and Transport delegation in Australia marks a vital strategic milestone in advancing Cambodia’s ongoing public financial management reforms towards greater transparency, robustness, and efficiency. Acquiring advanced knowledge in public investment and state debt management will significantly empower national infrastructure development, ensuring that public financial resources are optimized to foster sustainable socio-economic growth.
