Prime Opportunities Arise for Real Estate Investors as Cambodia Unveils Master Plan for Nearly 7,000km of Major Roads

With the recent release of a pivotal strategic document outlining a master plan for the transport and logistics sector, savvy real estate investors are poised to capitalise on the emerging opportunities within the development landscape. The Royal Government of Cambodia’s comprehensive master plan focuses on the road transport sector, detailing 94 road development projects with a total investment of US$13,602.43 million. Among these, nine expressways necessitate a substantial investment of US$7,173.69 million, while 85 provincial highways require US$6,428.74 million, as outlined in the August 2023 government-issued master plan for transportation and logistics. For the short to medium term (2023-2027), 35 projects, totalling US$7,141.83 million, are on the horizon. This includes four highways seeking US$4,184.81 million and 31 national/provincial roads with an investment requirement of US$2,957.02 million. Looking ahead, 59 long-term projects (2028-2033) will demand US$6,460.60 million. This encompasses five expressways, requiring US$2,988.8 million, and 54 national/provincial roads, needing US$3,471.72 million.

Considering the cumulative length of the 94 road projects, the new expressway project alone spans a total length of 647,985km (including the new ring road project). The planned expansion of national and provincial roads extends to a length of 6,245.74km.

These road development plans, specifically for national and provincial roads, are meticulously crafted to align with Cambodia’s developmental needs and the requirements of the socio-economic and transport sectors. The projections take into account the anticipated increase in traffic volume at major economic poles and corridors ( Phnom Penh-Sihanoukville, Phnom Penh-PoiPet, Phnom Penh-Bavet, Koh Kong – Kep, Phnom Penh – Steung Treng, PoiPet-O’Yadao) by 2030, with an estimated 2,765 million passengers and 1,160 million tons in transit volume.
