Progress in Cambodia’s Systematic Land Measurement

The Ministry of Land Management, Urban Planning and Construction has announced significant progress in the systematic land measurement initiative across Cambodia. As of 25 May 2025, more than 13 million land parcels have been successfully measured, with about 314,456 parcels remaining to be assessed from the total estimated 13,651,963 nationwide.

According to the latest reports, the systematic measurement process has not only included state-owned properties but has also facilitated private land registration. To date, 13,337,507 land parcels have been meticulously measured. The ministry has issued documentation for 8,459,618 parcels and successfully distributed certificates for 7,842,587 parcels. Meanwhile, 235,460 parcels are still awaiting owner certificates.

In terms of financial concessions, the ministry has issued a total of 186,132 tax-free purchase and sale certificates, along with 195,440 zero-tax certificates, providing much-needed relief for property owners.

Thirteen provinces, including Kampong Cham, Svay Rieng, Siem Reap, Kampong Spue, Kampong Chhnang, Odor Meanchey, Mondulkiri, Kep, Takeo, Kandal, Preach Vihea, Prey Veng, and Sihanoukville, have completed their systematic land measurement, reflecting the government’s commitment to accurate land registration. Furthermore, officials indicate that twelve additional provincial capitals are on track to finalise the measurement soon.

This landmark achievement underscores the Cambodian government’s efforts to enhance land management, boost property rights, and foster economic growth across the nation. As the systematic land measurement progresses, stakeholders can expect increased transparency and efficiency in land transactions.
